Is it too early for toy ring?

Been with boyfriend for over 3 yrs. she is 17 and he is 18.She asked for cheap pink heart ring from dept. store for Valentines day but he spent same amount of $ on flowers,yellow tulips(her favorite) He has given necklace,bracelet b4 (his choice) Is She more into this relationship than he? She and he knew this would not be pre engagement ring just fun ring. She's heart broken, How do Friend help?
