If Taiwan allows "free speech", why don't they allow billboards of Chairman Mao?

I have never seen a billboard of Chairman Mao in Taiwan. Why is this repression of civil liberties allowed in a "free society"? What is Taiwan's government afraid of? Taiwan needs a communist revolution. Red Taiwan!
