Haplogroups relation to evolution and IQ?

I have been looking at European haplogroups and some have mutated 3000-4000 years ago while some have been the same for the past 20 000 years. Does this mean that these new ones are more modern and more advanced? Is there any relation to IQ with haplogroups?
