Diesel mechanic question?

Diesels must have their fuel filters changed every year. Have the fuel pressure checked also. From the sound of things I don't think it's over fueling or you'd see black smoke rolling out the exhaust pipe. I think it's running out of fuel because of the filters, injection pump or injection nozzles.
