Custody Papers question?

My sister got custody papers in the mail last week from her son's deadbeat dad. They say that she is to appear on Wednesday for a custody hearing. BUT, she wasn't served these papers - they came in the mail, and there was no official seal of any kind on the papers. Is this real or a hoax by her ex?
